Dominion Energy NC
Dominion Energy NC · NE NC footprint (Norfolk metro extension; Currituck / Camden / Pasquotank / Perquimans / Chowan / Gates / Hertford counties) · smaller customer base than Duke NC · regulated IOU under NC Utilities Commission · PJM Dom Zone (NOT SERC — distinct from Duke NC)
1:1 retail net metering preserved for residential customers (rules similar to Dominion VA; NC PSC has not implemented the Bridge Rate / RSC transition that applies to Duke NC). Smaller NE NC footprint. No PowerPair eligibility (PowerPair is Duke-only). PJM Dom Zone (same RTO as Dominion VA) — PJM capacity-cost pressure DOES apply (distinct from Duke NC which is SERC).
Lead with: 1:1 NM preserved + PJM Dom Zone capacity-cost hedge + system takeover (NOT Duke-PowerPair-eligible)
