Cohort identification first: pre-2025 grandfather (Cohort A — battery requires NEM 2.0 transition either way; take the rebate) vs post-2025 (Cohort C — supply-only NM by default; take the rebate; switch to BESH). DG Rebate $300/kW solar + $300/kWh storage is point-of-sale via installer — Top Tier coordinates the application; customer sees the rebate as a price reduction at contract signing. Rate-plan switch to BESH is REQUIRED for the rebate — frame as battery-arbitrage upside (charge cheap, discharge during peak) not as a constraint. PJM ComEd Zone 833% capacity-spike framing is the rate-trajectory anchor.
