Sawnee EMC is a self-consumption spread pitch. The export rate is avoided cost (~3-5¢/kWh) — dramatically below the ~12-13¢/kWh retail import rate. Every kWh the battery shifts from export to self-consumption captures a 7-10¢/kWh spread. NO battery bonus, NO TOU arbitrage, NO VPP. Sawnee has a community solar program, but it does not substitute for rooftop solar + battery self-consumption economics. Oglethorpe Power Vogtle cost pass-through is the rate-trajectory anchor.
