What kind of market this is

Five defining facts:
- Two registers, never netted — the spread is mechanical. Post-sunset customers are metered on Metered Input (all grid imports, billed at full bundled retail — ~17.2¢/kWh) and Metered Output (all exports, credited at ~12.4¢/kWh, the PSC-approved rate from Case 25-0854-E-42T). No kilowatt-hour ever offsets another on the meter. Why this matters for the pitch: the vintage question is the whole routing — two customers on the same street get two different honest pitches, and the rep who runs the screen first is the one whose numbers survive the first bill.
3. Net Billing in WV — The Rules That Already Changed Once
Everything below is pinned to the PSC record.
- The sunset (history, not a pitch): the old 1:1 net-metering program closed to new applications March 1, 2026 (completions by September 1, 2026). Anyone applying today is on the two-register terms — the sunset is settled fact.
- The current terms: separate gross registers; exports at ~12.4¢ (Case 25-0854-E-42T); imports at full retail. This is net billing that doesn't even net — structurally, the cleanest battery-addressable arrangement in our eastern book.
- The grandfather: pre-sunset customers hold 25-year grandfathered 1:1 per the PSC's order — netted full retail, ~$0 battery bill value, the screen-first cohort.
- The watch (never a deadline): legislative activity in the HB 2568 class exists and gets watched; nothing pending changes the current terms, and we say exactly that.
- The rep move: "First question: when did your solar go in? If you're on the old program, your netting already does the bill work and I'll tell you straight what the battery is and isn't for. - A 10-year workmanship warranty that's unenforceable (installer is gone)

- No service relationship, and most companies refuse to service systems they didn't install

- Does NOT cover: the new battery (own warranty), wear-and-tear, weather/hail, pre-existing conditions, roof issues.
- Age limits: panels/microinverters under 15 years; string/central inverters under 7 years. Not every system fully qualifies — disclose at inspection.
- It's ONE of three layers: (1) equipment manufacturer warranties, (2) Top Tier's 10-yr workmanship, (3) the 5-yr Align contract. Never call it "full coverage."
- NEVER say: "Everything's covered" / "never worry again" / "Align is your full coverage" / "you can extend beyond 5 years" / "Align transfers when you sell."

"The program already closed — the application window ended this past March, and anyone telling you to beat that deadline is selling old news. There's no countdown running now, and I won't invent one. The honest version: West Virginia rewrote its solar rules once, recently, which tells you terms here are the changeable kind — and the two things that don't change with them are stored power you use yourself and a battery in place before the next ice storm, which keeps its own calendar."
"Is there a rebate or tax credit?" (the no-program answer)
"No — and I'll give you the full honest list: no West Virginia battery rebate, no utility program, no state solar credit — the old thirty-percent credit came out of the code — and the federal credit expired at the end of last year. One real bright spot: the value solar adds to your home is property-tax exempt here. "Why is the loan more than the system price?"
"The cash price is $17,000–18,500 depending on config. Service Finance adds dealer fees bringing the financed amount to about $22,068–23,942. Cash or a HELOC is cheaper if that's an option. There's no rebate and the federal credit expired — what the payment buys is the spread, the backup this state has proven it needs, and the takeover, with over $11K of the total in warranty, service, and inverter coverage."

- Appalachian Power's current West Virginia arrangement meters imports and exports on separate registers with no netting: imports bill at full retail and exports are credited at the PSC-approved rate (~12.4¢/kWh, Case 25-0854-E-42T). Battery savings projections reflect this verified spread (~$190/yr typical) computed from the customer's usage and system.
- Customers grandfathered on pre-sunset 1:1 net metering are on netted full-retail terms under a 25-year grandfather; for these customers a battery does not materially reduce the current bill, projections show the with-battery bill approximately unchanged, and the battery's value is backup power, position, and the system takeover. Cohort is confirmed before any savings figure is quoted.
- The prior net-metering program's application window closed March 1, 2026 (completions by September 1, 2026); no enrollment deadline currently exists, and none is represented. Legislative and regulatory activity affecting distributed generation is monitored; no pending change to current terms is represented.
